A phrase used as an insult from one to another.
The receiving end of the insult must be male otherwise it wouldn't make any sense and that person would automatically win the insult battle.
The exact opposite of being "hung like a horse".
Guy#1: "Dude, Shut-up I'm hung like a horse!"
Person#1: "Yeah... hung like a seahorse!!!"
Person#1: "HAHAHAHA I win one to nothin!!!"

Although most people think "hung like a hamster" means having a small penis, it actually means you have a large one, because hamsters penis' are nearly touching the ground when you say you are hung like a hamster you are saying your dick almost touches the ground.
Person 1: Man, I'm Hung Like a Hamster.
Person 2: So you have a small penis?
Person 1: Nah man it's a centimeter from the ground!
