A term used in Jamaica to describe people who make negative predictions or hypotheses which actually turn out to be the case. (P.S. Thing said must be negative in nature)
Bob and Peter decide to transport 100 kilos of weed in their car. Bob gets cold feet about the plan and says to Peter: 'What if the babylon boys stop us on the road?' (Babylon ==Police). Peter says to bob : 'Stop being a little sissy and let's do this man'. They start to drive and on reaching a corner they meet up on some babylon boys who are doing a spot check and they get pulled over. Peter says to Bob: 'You know, you are a real goat mouth Bob?'.

The Rule of Goats says that self-awareness or irony doesn't change public perception. If you fuck a goat, even if you say it's for the lulz or to prove a larger point, you're still a goat-fucker.
The saying was coined by criminal defense attorney Ken White of the Popehat Report. It's loosely connected to an Irish Pub joke about an old man who has multiple accomplishments but also once fucked a goat. In the end, nobody recognizes him for his achievements and instead only knows him as the goat-fucker.
Defendant: "I was only trolling when I said all those awful things."
Ken White: "The Rule of Goats applies."

The act of urinating whilst crawling around on all fours naked. Women can do this simply by pissing while crawling round, however, it is paramount that males place their cock and balls between their legs before commencing the act.

US military (specifically Air Force military transport) jargon ca. 1970s-1980s, referring to an operation or undertaking involving an unnecessarily large number of people, most of them contributing nothing or actually impeding progress. Typically used to refer to flightline operations where military brass felt it necessary to make their presence felt and impede the normal duties/operations of the aircrew, offering "advice" or "assistance" that was neither requested nor needed.
"We got gear up and flaps up out of Norton (Air Force Base) on time, no sweat, but Travis was a major goat-rope and a half. We had three times as many Base Ops types and ground-pounders in the cargo compartment as crewmembers, and the only reason they finally got the hell out of the way is that they didn't want to buy a crew delay."
