Panhandle Cap, originally a fictional character created by American author Nicole Moody, is now a euphemism for a person who represents any conglomeration of rural American and Western cowboy stereotypes, typically infused with one or more of the following characteristics: 1) a distrust of modern technology, social norms and politics; 2) a tendency to mask hostilities towards certain classes with alcoholism; 3) an inability to differentiate between adults and young children in everyday conversation.
My neighbor is sort of a Panhandle Cap because he tried to give my 8-year old son a whiskey sour in exchange for playing with his toy rattlesnake.

The dirty, covertly contagious nickname behind a popular military style of hat, the garrison cap. The hat itself is simple in construction and is typically made of felt wool, cotton, or moleskin. More recent variants include synthetic materials like polyester. It is typically associated with apparel worn on base and is not very practical for use in the field.
The name comes from the top of the cap, which, when triple-creased, resembles a vagina. To preserve the dignity of the wearer, the hat, and the branch of service while maintaining the humor of the name, many troops abbreviate the name to "C-Cap".
Newer variants of the cap lack the triple crease on top, effectively eliminating the resemblance to genitalia, though it's doubtful that the hat's undignified nickname caused this change.

This was a 1960's style hat consisting of a beanie-style cap with small brim in front and often with school initials or logo, once optimistically 'required' of freshman males at certain universities. To be seen in one permanently labeled one as a dork.
Rat caps seem to be making a comeback, as ironic retro wear.
Freshmen were supposed to wear rat caps while on campus at Georgia Tech. You risked the penalty of having your scalp shaved if you didn't.
