Ghetto slang for a female who is receiving welfare or is on the county as it is colloquially known. The term itself is used in a derogatory fashion as it implies that a county chick will never become self-sufficient or employed and essentially depends on the government to subsidize the lifestyle of she and her multiple offspring.
"She's just a county chick, what did you expect?"

County in NJ known for an astonishingly large Indian population. Has Woodbridge, Edison, The Brunswicks (North, South, New and East), Old Bridge, Sayreville, Plainsboro, Highland Park, and Perth Amboy. Not too far from NYC.
