When you touch for the first time, or when you have some other experience which is dope, and you want that moment to last forever, that's when you're having a moment.
One moment in time is something else, that's simply the same as one point in the time dimension, which is no time period at all because it doesn't last for as much as a fragment of a second.
However, if someone is using the phrase Moment, that means that you should just shut up and kindly behave for a moment or two until the moment comes when your life can continue. In other words: Wait a little. In this case, a moment actually is a period of time, and certainly not just one moment in time.
