another, less humiliating term for a normie, a local is basically anyone who follows the mainstream, and has no personality. some stereotypes include following "alt" right after it became trending (fashion sense, music taste, etc) using snapchat, not having online friends or not in online spaces like carrd/stan twitter or kinstagram, and having a very boring vocabulary (using lots of emojis unironically.) while the definiton can vary, it is apparent you can find these people at your school that fits any other defintion.

In Australia, the #local is the nearest pub. It is also someone accepted as a true member of the community. They work together; one determines the other.
