A area in the San Fernando Valley right next to Encino. The nice part of Van Nuys. Can be very pricey and expensive and also has their own park. The Lake Balboa Park with a Japanese Garden. Very clean area and good area quality. Of coarse not Encino but very close.
Let's head to lake Balboa this weekend. Theres a party going on there in a mansion.

You see what this term really involves is putting a testicle in someones eye and at the same time flexing his/hermuscles in defeat. This term could very easily be used to describe the insertion of your raunchy balboa in to a pee hole.
Commonly used from friend to friend as in the case of Hunter Harris and Mathew Barker. Often after complete many terms are deemed such as "I just raunchy balboad Matt Barker" or "Hey Matt want to receive a raunchy balboa from me"(Hunter)

When one tokes oneself into a stupor much like that of rocky balboa after he endures rigorous rounds of boxing. The condition can be identified by the following symptoms: slurred speech, uncontrolled rolling of the eyes, and stroke-like facial expressions.
Veterans of this occurrence may refer to this phenomenon as "Rocky Balb" and may shout such phrases as "Cut me boss, I cant see!"
