The person is unable to straighten their front leg as they put their weight onto it because the ball of the foot makes contact with the ground before the heel does. This results in the person looking as though they're walking through a freshly ploughed field.

A "Bendy Tendy" is a goalie in hockey who sucks. Bender in hockey normally means you suck because you have such poor balance/control over your skates that your ankles bend all over the ice. Tender is short for goaltender. Combine them, add a "y" at the end for fun and you have it. A bendy tendy.
Hockey teammate: "..that goalie's a sieve.. couldn't keep a beach ball from going into the net.."
