A more sarcastic version of 'or not' said when you are excited to see someone you know walk in the caf, ball game, classroom, lounge, union, etc. And you motion to the person to come over (while simulataneously making space for them at your table, area, row, etc) and then the person keeps walking or totally ignores you and goes to sit with there real friends.

Jon: Hey guys, there's Tara. "Tara hey...over here it's Jon, we've got space at our table, come sit over here."

(Tara ignores Jon and the group and sits with the cool kids)

Jon: Or over there

Used in old radio operating communications to indicate the transmitter is waiting for a response from the sender.

Think of it as putting a question mark at the end of a statement since you can't always tell if the statement is being posed as a question.

Operator 1: Did you pick up the milk over....

Operator 2: Affirmative, the milk is in route... ETA 10 minutes...
