A game played by lawbreakers wherein a large cash sum may be awarded after winning or, more commonly, settling a lawsuit against the city due to supposedly unjustifiable police action. Sums are awarded either to 'victims' or their grossly dysfunctional relatives, and typically spent frivolously within a short space of time on unnecessary goods.
How to enter:
1) Do not behave like a civilized human being
2) Do not co-operate with law enforcement under any circumstances
3) To the greatest extent possible, provoke the police into detaining or arresting
3) Resist detainment/arrest; claim it to be unlawful
4) Sustain fatal or serious injury (relatives of the deceased shall enter the lottery)
5) When contacted by toxic 'civil rights' lawyers, agree to everything
6) Tell the media that you "didn't do nothing" (or that your relative was "a good kid")
Please note: Entry into the ghetto lottery is possible only in cities with corrupt and extremely liberal district attorneys, judges, etc.
- Quantavius Williams, 21, was shot and killed by police after reaching into his waistband while fleeing on foot following a dangerous high-speed vehicle pursuit. The City of Atlanta awarded his relatives $500,000 after settling a wrong death lawsuit.
- Markeesha Jones, 49, was detained after she refused to identify herself to police during a burglary investigation. Jones' attorneys claim that her civil rights were violated because the police had no reasonable suspicion to question her. The City of San Fransisco was ordered to award $8.5m to Markeesha and her daughter, Mo'nique.
- Connor Blackwell, 31, was arrested for leaving the scene of an accident and disorderly conduct, but was pronounced deceased after suffering a heart attack while in custody. Toxicology reports state that Smith, a felon with extensive criminal history, had acute levels of cocaine in his system. Bodycam footage also shows Smith resisting arrest for more than eight minutes before finally being handcuffed. Police and paramedics on scene were facing charges of negligent homicide, but they were dropped. The family's legal representatives say they want justice, and the City of Columbus is now facing a $5m wrongful death lawsuit.
Contrary to popular belief, the ghetto lottery can be won by any individual regardless of race or ethnicity. As long as you have contempt for law and order, your ticket can be secured.

one who is typical caucasion and likes beer, ford trucks, hunting/ fishing, and 4 wheelers but talks in ebonics and only listens to rap. they are typically seen in wife beaters, baggy pants, and have earring and chains. they are a confusing new breed as you are not sure where they fall in culture.
I know this guy Chris who is so redneck ghetto that he rides a 4 wheeler with 20" rims and listens to rap music while hunting deer.

The reasoning process (or lack of it) that causes ghetto folk to screw up their lives, due to their general ignorance and poor or non-existent judgment skills. Ghetto logic usually manifests itself in a series of successively worse decisions that often turn small problems into progressively larger ones, often to the point where solving the problem is beyond the control of anyone. Ghetto person then blames society/police/white folks/whatever for problems.
Ghetto Logic Example #1: Unmarried girl gets pregnant by accident, babydaddy runs off. Girl tries to catch a man to take care of her and her baby by getting pregnant again. Repeat process...
Example #2: Ghetto driver gets traffic ticket, but does not pay it or show up for court. Small fine becomes bigger fine, and arrest warrant is issued for Failure To Appear. Fine is not paid, driver keeps on driving, practicing same behavior that got him/her ticket in the first place. Police try to pull over driver again. Driver fails to yield, leads police on 100 MPH police chase, hits and kills innocent person. $50 infraction becomes no-bail felony manslaughter charge.

A muscular dog (typically Rottweiler or Pit Bull mix) owned by an inhabitant of the ghetto. Young children of the ghetto therefore wish to own one of these for their own, similar to how suburban (and mostly white) children wish for ponies (as their parents typically own horses or exotic sports cars with horse branding)

Ghetto Delicacy's are delicious treats which are only enjoyable and found in impoverished (Ghetto) areas. They can be honey buns, corn nuts, hot Cheetos, Now and Later, Red Soda, or large pickles sold at local gas stations. Also, Ghetto Delicacy's can be particular neighborhood restaurants like Harold's Chicken in Chicago. Or Hillary's rib's in the north suburbs of Illinois.
I'm hungry I think I need to go to Harold's Chicken to enjoy some ghetto delicacy's.
Man, last night I had some hot cheetos I miss eating those ghetto delicacy's.
