Typically a man (but let's not generalize) who sits on his computer (probably in a family members basement-apartment which he refers to as his lair) and frequents social networking sites for the sole purpose of creeping innocent internet browsers. Chatroulette is the #1 virtual gathering ground for internet creepers.
Imagine a boring night at home. You log onto chatroulette for shits and giggles and what do you see? Penis aka Internet Creeper.

1. People who call you hot for no reason, say they'll do dirty things to you, and stalk you around on forums, chat rooms, or in games.
2. People who are just slightly scary and ask awkward questions or make awkward comments about things.

2.) When a person follows another in order to get their attention.
3.) When an individual stalks someone on their myspace/facebook profile but does not actually know that person or when they approach someone as if they knew them merely because of seeing their profile.
