Let's just say its the Bel-Air of the Van-City region, where the kids of rich lawyers, doctors, diplomats, engineers, consulates, various terrorists that sough asylum from countries that are persecuting them for innocent deeds, and the rich and famous of the Vdot region flaunt their cash about to prove they're hot.
