Skank city is a skating rink in Westminster, Colorado called skate city. It is called skank city because it is known for the skanks that hang out there on Friday nights.

Often exploited to gain as much shekel from the goyims, pop skanks are very similar to cRap/sh*t hop artists that also possesses no talent whatsoever aside from creating catchy, buffoonish, "songs" that talks about misogyny and how much wealth they have attained through drug-dealing and killing people.

One who frequents and/or is an inhabitant of "the street" -- that is, a "skank" who lives, or is often seen, in "public" spaces. The term, which is used, predominantly, to describe a woman or girl, can then, apply to one who is "homeless" and/or (especially) one who is a street-based sex worker.
As a term used to describe (or "name") an individual whose employment is that of street-based sex work, whether that individual is homeless or not, "street skank" is often used in an extremely derogatory manner and, importantly, its denigrating meanings are additional to those implied by "skank": i.e. one who is often considered disgustingly foul, filthy, and sexually "promiscuous".
Some women who perform the service of street-based sex work have however reclaimed the term -- in much the same way as "whore" has been affectionately reclaimed by many sex workers in general.

She'll break your heart and your bank account if given the chance. Pity the fool who falls for the vixen and her lies. If you're dating her now, just know that she's cheating on you too, as she's never been known to only keep one lover at time. Of course when confronted, she will play the victim and deny, deny, deny.
He should have known better than to hook up with a serial skank like her, who was sleeping with just about everyone behind his back, all the while pretending to be faithful.
