Handy jay is an euphemism for hand job. First came to my attention in the 14th American Dad episode of season 4.

Jai-roh is a compound adjective as well as a noun. If anything it is a description of a way of life. It personifies lad culture into a mere two syllables that can be used to charm or manipulate disgraced chikas.

Refers a random person. Hence the similarity between Random and Randy. The "jay" portion of the word is put there to act as the last name. In and of it self "jay" is meaning less.
