Many different interpretations, but here's mine.
An idea or product that is hindered by lack of careful thought and planning and does not appeal to the masses. The fault usually falls upon the developer of the idea/product. When the product or idea is dispersed to the intended audience, the audience immediately dismisses it. The idea or product was doomed from start.
Here's an idea that takes 'dead in the water' to an epic level.

A band that actually worked for a living. They usually toured at least seven months out of a given year. They only released records to make enough money to cover their excessent touring. They are from a bygone era when music was fun and represented freedom, and even though became multi-millionaires, they were never into it for the money or they would have released more polished, accessible albums.

Dope ass hip hop group. They rap about political issues and various injustices that occur to mainly black people in the United States. They rap in a way that is relatable to white kids in the suburbs and black middleclass.
