It was first said in the Golden Girls season 7 episode 19 and to get in a good laugh you mention something to do with Joe and they'll ask "who's Joe" and then you scream "JOE MAMA" and then everybody laughs

A popular internet troll where somebody mentions the name 'Joe' and the other person may ask who joe is and the troller would answer 'Joe mama'. It is supposed to sound like 'your/yo mama'.

This person will generally show great confusion when others disagree with them. Objectively their opinions would be widely regarded as conservative yet they themselves claim they are centre left.
