Cluck

A word used to describe a person whos personality can often cause them to get in trouble. This is often the result of having the strong urge to stand up against people who have authority, and ignoring the urge to walk away and not make a scene.

After being warned by a policeman to leave, and instead stays could cause a response like the following from nearby people.
