Someone who 'doesn't see' what a child molester is doing.
Eg- there is a difference between not knowing and not wanting to know, thus allowing the abuse to continue.
I avoid them, they're a cho-mo enabler. It confuses me how they have any friends

1) A friend who encourages extreme behaviour to 1) make themselves feel virtuous in comparison 2) make their companion feel as though everything they are doing is really not so bad after all. Both friends have to collude in the behaviour partnership for the relationship to work.
A shopaholic and an enabling friend will go shopping together. The enabling friend (EF) will buy two items and tell the shopaholic things like the real reason they buy is that they have excellent taste, love beautiful things and really deserve them because they work so hard and encourage the partner to buy ten things. The EF then reassures herself or himself that (s)he's very restrained and frugal compared to his or her companion.
The same applies to going drinking with someone who has an alcohol problem.

When a person not only pushes one to do something, but supports it in every way. Even if it means helping them get the drugs. A reverse "friend".
Tony: Hey man, you should do some drugs.
Donny: No man.
Tony: I'll go get it for you. Come on, please man--you know you want to--It's just drugs.
Donny: No. I don't want to do drugs.
Tony: Here, I'm calling him right now.
Donny: No.
Tony: What if two hot chicks with big boobs came in and had two line cut out across their tits and said do these lines off our large breasteses, would you do it then?
Donny: Maybe... yeah, probably.
Tony: So you're saying there's a chance?
Donny: Yeah.

a policy many states have in which drivers licenses are sent through the mail instead of being issued in person so that someone can simply steal drivers licenses out of people's mailboxes making it much easier to commit identity theft
I just got my drivers license renewed and thanks to the Identity Theft Enabler's Act somebody stole my license out of my mailbox and used it to get 6 credit cards in my name!
