A frequent flyer is a person who is to be considered crazy and a regular at the Office of the Mayor.

First of all, Charse is another word for weed...or pot...or marijuana, etc. However in verb form, it also means to smoke. Now, Frequent Charse Syndrome is quite self-explanatory; it is the need to Charse (to smoke) at all hours of the day and night. It's a relatively new and serious syndrome that has no cure as of right now (11/9/2009)
