A literal dumb ass, as some would call this person. Often this term is used in a hurtful way to call someone mentally handicapped. These types of people are social outcasts that are best left ignored, as they try to provoke others to gain the attention it so desires.
Guy 1: Yo, I got this random Steam Notification from some guy named, "Phil Swift?"
Guy 2: What does it say?
Guy 1: It says, Black Chariot is a major offensive operation not for the defense of SCI Servers, but against SCI Servers as a whole. After being forced out of SCI for means of safety for our members, we are returning after months of exile. We do not expect to return after this operation. The entire Coalition is participating in this, and we expect YOU to be there too. Every and all weapons are deploying here. Destroy any and all opposition."
Guy 2: Well, he sure acts like a Phil Swift.

The fun version of Marco Polo. The game is played the same except no one is required to say POLO. It is encouraged that during this game that whoever is not, "it," takes any pool item they can find (inner tubes, water absorbent balls, anything that they will feel) and hurl it at them to cause the person who is it frustration.
The boy was frustrated but determined to tag someone in the game of Jack and Phil.

Phil Pens-noun- Exorbitantly overpriced desk set pens with no purpose but to be flashy. Will lead to your termination if purchased on the company dime. Will then be used by your predecessors to clean out marijuana pipes and stir alcoholic beverages until they too are terminated. The cycle continues on from there.
A- Hey, pack me a bowl before I get on cam.
B- Okay let me find that paperclip I was using earlier.
A- Why? There's some Phil Pens right here.

Dr. Phil is a man who hosts a talk show called Dr. Phil. People go on this show to recieve guidance and advice from Dr. Phil. He does not persue or harass them, they ASK for his advice, therefore he can't be blamed for telling these people their problems are their own fault. He's just telling them the truth. They asked for his help.
I would never go on Dr. Phil because I already know my problems are my own fault.
