Party rotation act

A much needed but not yet implemented act of us congress where one or the other of major political us parties is skipped every four years.

Since my party rotation act rotation act is based on the crop rotation of European medieval agriculture it would work like this: if in 2028 we have a republican on the ballot and they win then don't run in ' 32, in '32 we would choose between a Democrat and an independent. If in '32 let's say the democrats win (and supposing we have only 8 years consecutive) then in 2040 we would choose between a republican and an independent. If the independent wins in 2040 then by 2048 we have a democrat and republican running for office again.
