The term Bi-Winning was coined by actor Charlie Sheen in March 2011. It refers to winning on the ultimate level. In response to a journalist's question about his mental health and whether he is bi-polar, Sheen replied that he was not bi-polar but was in fact "bi-winning" adding "I win here, I win there".
It is now a term being used to describe Ben Bernanke and The Fed. This references how the fed is always saying there's no inflation (win) (even when we see gas prices jumping, bills increasing, food portions shrinking, etc.), and that the economy is adding jobs (wins again).
