A term used to describe someone who is exciting and fun to be around. Over the top people or OTT people are regarded as going above and beyond to be the best version of themselves i.e. going over the the standard or the "top" of the very best people.
Steph is so funny and such a cool person, man she is really is over the top!

When someone takes it too far over the edge
Jason kept over dicking it by bragging how he made more money than the rest of us.
Look over the moon means to be really happy or pleased about something. The phrase can be used to describe a feeling about something positive.
"When she gave me the box of chocolates I was over the moon"
"When i'm with him i'm over the moon"
When someone decides that helping you once isn't enough and continues, though you don't need it.
Mom : "I'm almost done!"
Son : "stop over helping!"
