When everything is going wrong and there is no rhyme nor reason, no one particular thing to blame; it's like a spiral but it doesn't go anywhere, it is, in effect, a circle. The circle of arse.

...and so when you get down to the facts, the boss says one thing, the policies say another, but we need to do something completely different! So what do we do? Who do we blame? No one, it's just one big "cirlce of arse".

Someone, usually in a work setting, who spends too much time dwelling on an initial strategy, innevitably leaving very little time to exceute.
We've had this assignment for three weeks and a clear direction for two weeks. Why does that circle talker insist on talking about how we're going to get started. We're never going to have time to actually excecute the project.

The act of constantly sharing the same opinion in a forum full of people who are obviously known to have the same opinion as yours, therefor granting you free upvotes to said opinion, while gathering downvotes to anyone that opposes you on the matter

Any sort of 9Gag picture that goes against consoles/Frozen/Christianity
Nearly any website that governs itself through up and downvotes, and inevitably estabilishes "approved" opinions, which leads to the formation of a circle jerk

An all-male group session, usually at the beach, characterized by bro like, or borderline homosexual behavior while partaking in listening to jack johnson, dave matthews and using copious amounts of dip and/or marijuana

The group of individuals collectively responsible for the failure of a project despite the limited control, if any, the individuals have on its outcome. The group often includes individuals that were not assigned to work on the project, but were given official notice of the projects existence during a meeting, memo, or e-mail.
Commonly, such doomed projects are leaderless or have an ill-suited leader from the start. Ultimately, Executive Management hears of the failure and criticizes the entire group for their incompetence.
"Man, I hate getting cc:ed on an email. Now I am in the circle of blame!"
