In strength sports community this refers to the abnormal genetic strength possessed by some individuals which is often accompanied by an utter lack of cognitive capabilities. Athletes who have "retard strength" are usually oblivious to any rational training programs or techniques, but despite that they out lift most of their mentally healthy peers.
Training while having this set of qualities, often results in an inevitable series of injuries and an eventual decline in performance. The athlete with retard strength, due to his limited mental capacity is unable to recognize this and pursuits competing with an eternal decline from his peak results.

A person who is retarted socially. Usually used to describe somebody with average or above average intellegence who is scared or ignoarant of what to do in a normal social situation.
That kid who nobody talks to, and if you try to initiate conversation with him he gets nervous and doesnt know what to say.

racially retarded is a word used for people who do not see skin color or origins. It's kind of hard for them to understand that someone is from another ethinicity. They treat everyone the same in an unbiased way and in some cases it takes them awhile to see that people that they meet are different from them.
