The Zero Mortal Plan is the way Zamasu and Goku Black will kill all mortals in order to create an utopia, a world with nothing more than immortal beings.

The Plan is What Justifies Everything The Villian Does if it is "The Plan" instead of "quantum plan" or even "project X" you know that plan will fail because the writers didn't even care that much into giving it a actual name for it will fail anyways soo it is the most vague thing you can imagine and a way to make it seem as the villian is just very smart but it's not
