Somebody who makes an offer for goods/services which is absurdly lower than asking price. They attempt to "start low" to haggle you down to a price that is unreasonable.

I've been trying to sell the 24" Lorenzo rims from my Escalade on Craigslist, but I'm only getting offers from broke, ghetto ass low-ballers who waste my time. They act like they're serious buyers, then they show up and offer me half the asking price.

low poly

An art style using low amounts of polygons. This style reemerged with the invention of handheld gaming as it is one of the few graphic styles that can remain aesthetically pleasing and economic. The style can be executed poorly and well. Low poly has existed when 3d games were a new concept as game systems weren't as capable of handling high polygon rendering.

Glitchhikers is a low poly game.

Down low

Back in the 60's, passing a joint within view of outsiders got the response: "Keep it low", or "Keep it down low (when you pass it)". This usually happened when riding in a car with friends. Over the years "Down low", "Keep it down low" and "Keep it on the down low" generalized into meaning 'keep it secret' or 'don't be obvious'.

(Old School version):
"Hey, keep it low!"
"Huh?"
"Pass it low!"
"(Puzzled)"
(Laughter from everyone else)
"Keep it down low when you pass it so nobody else can see what you're doing (you dummy)!"
"(Nods head "OK")"
