Suggesting a stupid person. Derived from the national dress of Pakistan, a pair of baggy trousers (the shalwar) and a loose fitting shirt (the kameez). Similar to saying that someone "doesn't have much upstairs"

"Man, that guy is 90% shalwar and 10% kameez, if you know what I mean..."
