When your internet service provider (namely Cox Communications) blocks communication on one of your ports in order to prevent you from providing some service such as file sharing, or web page serving.

Since I'm cox blocked you have to use port 81 to see my web server.

Happens between the hours of 10 and 11am in which a female from the 3rd floor of a house stumbles downstairs to a second floor room to interrupt a morning session of her female counterpart.
