Verb: The act of, while being under arrest by the Po-lice, being cuffed in front, having to urinate, having to "fish" one's penis from one's pants.

After I was arrested, I had to piss, that asshole cop watched and laughed at me while I was "Felony Dick Fishin'" for five minutes in front of the urinal.
