Abject failures in life who take up positions of authority, and flaunt it for themselves. Police Officers, Some military or para-military connections, Scary, Suspicious, Racist, Bigoted, Hateful Trolls of Human Beings, all fit this definition.

I got pulled over by a Flunky Punk last night for walking across the street. J-Walking, that is. The cop used aggressive force when asking for I.D., gun's drawn, et cetera.
