“Hit the phones” refers to phonebanking: making calls for a political campaign and therefore working to get a candidate elected. Therefore, if someone uses the phrase, it means they think a liberal is wasting their time harassing leftists and instead should be contributing to their campaign if it is so important to them that they win this election.
Liberal: “Vote Biden, or fuck off. We have two choices: fascism or democracy. A vote for anyone else is a vote for Trump. Why? Because I said so.”
Anyone with a brain: “Hit the phones, lib! Voters aren’t gonna convince themselves! Every minute you spend not making calls for Biden is a minute spent making calls for Trump.”

'Hit my phone up' used only by people called Justin Bieber in songs. It simply means 'hit me up' or even more simply 'call me' or 'text me on my mobile telephone' but that wouldn't cut it as a lyric in his song.
