Holding it on a string

When you need a shit, but don't go to the toilet straight away - instead you hold it in until when you do finally go to the toilet it comes out instantly with little to no effort.

hold the purse strings

to be in control of finances, to be responsible for spending money

They say they are ready to hold the purse strings but they have not shown that they can handle them any better than the current people.
