I’m him was used by a famous black slave by the name of Josiah Henson. It was his last words before death to represent all the pain and suffering his kind had to go through as a whole. I’m him was the last thing he told his master before getting whipped to death.

HIM was a villain from the show The Powerpuff Girls (first appearing in 1998) who was so evil and dastardly that he could not be called by his real name. Saying “I’m HIM” puts you in a similar category, letting it be known you are a dangerous savage.
