Someone who moderately breaks game laws.

commonly used in hunting circles.

Examples of this would be, sneaking on to the neighbors property in order to push a large buck / rare duck to a shootable location, Removing the plug from a shotgun, using family members tags once they run out of their own, ignoring hunter orange laws because the orange covers the drip, and mild road hunting during daylight hours.

Dude 1 - those guys are poachers

dude 2 - nah they are just moderate outlaws, it’s not like they are shooting deer at night.
