commonly used when someone does/says something stupid.
refers to someone being more dumb then the general public or a group of people

Person 1: i never knew cows made milk
Person 2: are you kidding me, where did you think milk came from?
Person 1: I don't know

Person 2: yeah, your not the brightest kid in the cabbage patch
