Partisan Sniping

A political tactic in which the most fervent or extremist member(s) of a politically-motivated group are singled out in a debate, in order to establish unfavorable contrast within said group.

The senate's health-care debate has, so far, been dominated by partisan sniping and finger-pointing; hence, they have made very little progress.
