Permanent drunk syndrome

A mental disorder where the subject seems to be in the state of being drunk, even when sober.

A: That guy Camille is crazy... is he drunk?
B: No he's got PDS, Permanent drunk syndrome. It's like he's drunk all the time.
A: Weird...
