A phrase used to describe someone who is skilled at forming and or understanding government policies on a wide array of issues and the politics related to them in a nonbiased manner. Usually someone who is politically inclined has been exposed to political issues for a long time from a wide array of different perspectives.

Jefferey understands why the government implemented fees in order to get a hunting and fishing licenses in order to operate certain programs and agencies that are there to help educate and protect the public and the environment.
