A vehicular traffic phenomenon in which individual drivers commit atrocious decisions in very congested traffic flow, and then stop all action, give up, then do nothing. The resulting effects usually impede all types of traffic from one or more directions. The actual event/decision may occur as the vehicle is in motion or after the vehicle is stopped.
