To Stockwell is to be so permanently on the edge of mental oblivion that they become hysterical at the slightest thing that seems to contradict their crazy beliefs.
Somebody Stockwelled out may fly into a rage, typing message after message citing Alex Jones articles and any other online nutcase with similar crazy opinions.
They may deny the existence of basic facts even when confronted with them. Generally they'll act like obnoxious idiots just because someone else had a different, fact based opinion, possibly derived from a library. Which to someone Stockwelled out, is clearly not as valid as the mis-spelled online drivel they've scratched up from the poison pit of online conspiracy websites.

In it's purest usage it's meant to define a quick shag on the Victoria line from Brixton to Stockwell, especially after kicking other passengers out of the carriage.
However, it can be used for a quickie in any context.
