This is when you do the jacking off gesture when something is boring, stupid, or pointless. It is a little less severe than the yank yank toss.

To mime the act of masturbation and then throwing the ejaculate at someone or something, usually performed during conversation to denigrate a particular subject or person being discussed.
Also used to describe speaking without actually saying anything, usually in politics, as if the person was performing that act towards the public.
