A person who rides another person's ass about something, or won't let go of something. This probably has its origins in Warcraft 3 team play. Presumably it was meant as a non-sensical insult, but later evolved into a useful phrase at LAN parties.

A Jockey is a zombie in Left 4 Dead 2 that looks like Gollum on steroids with big ass-hands. He jumps on you and steers you unceremoniously into a WHOLE FUCKING HORDE of Zombies! Pain in my ass.

A girl who rides cock in a very fast, jarring motion akin to that of a horse jockey rapidly oscillating on the back of a steed with hooves pumping into the earth causing a tempestuous rumble in the bowels of the earth.

A person required to operate simple equipment or machinery as part of a menial job. A great put-down when accompanied by the name of the item they're forced to use every day.
Used creatively the term monkey is another fine contender for the same role.
