When a girl is out in a mini-skirt, in cold weather, especially without pantyhose, tights or panties. The cold can cause her beef curtains (see definition: beef curtains) to freeze together into a beef keel.

Sarah: 'I was out walking the other day, and while I was on the bridge I caught an updraft and got the hardest beef keel.'
