A choker is a necklace that is tight around the neck, a blue choker means sadness or depression. When someone (usually female) wears a choker (of any colour) they like the style meaning the emo culture -but that is unrelated to this-

"Why are you wearing a blue choker?"
"Because I am sad . . . "
