Used by some Southern UK speakers in place of can't be arsed because they misheard it, or want to be more polite.
"I can't be asked to tidy my room - I'll do it tomorrow."

The assumed origin of 'can't be arsed'. 'Can't be asked' does make some more sense, and the americans can even say it without it sounding too bad.
Teacher: I'm giving you another assignment that's due next lesson
American exchange student: I can't be asked to do that bro
