While playing video games,especially FPS/shooters, you turn to your teammate and shoot them down... On purpose.

But in order for it to be a Dick Cheney'd you must say it.

Francis: *points shotgun at Bill*
Bill: don't point that at me man!

-Francis shoots Bill down-

Francis: You've just been Dick Cheney'd!
