Someone who indirectly rats you out. A dry rat doesn't think they are ratting you out because they aren't directly ratting you out.

My girlfriend was complaining about her sore ribs so loudly that my neighbours heard her so now they think I am beating her up. She's such a dry rat.

When your name appears on paperwork against someone (whether you filed or not) and you don't drop the charges.

He saw his name listed as the victim on the paperwork and let the charges go through the court house, he decided to "WING" it and is now a dry rat
