Someone who thinks they are being funny but they are just being mean. Often their mean comment will be followed by a "I was just kidding" even though they weren't.

"wow way to be a goofbag." said steven.
"i was just kidding."
Used to describe the mentally dazed and weary state meth users are left in after the drug wears off. Similar to "Goofball" without heroin.
I felt like such a goofbag coming down.
