since getting professional psycho-social from a social worker costs a small fortune in Canada and the United States, it is no wonder that a lot of people will be left high and dry, according to both definition a) and b)

Left with a self Induced drug/alcohol addiction and a non existent sex life after a break up.

Well since getting the professional psychosocial support you may need after after a break up is financially unaffordable for most people, it isn't surprising a lot of them will be left high and dry.
